Declaring the recipe to the tax office

When the recipe is ready, declare it to the tax office (NTA) before you brew. There are two ways in. The first is from the recipe.

5.1From the recipe

On the recipe's top row, press NTA. It says Not filed if this recipe hasn't been declared yet. It opens the recipe submitter.

It can look strange at first. There are two views:

  • Raw: your recipe at the size you actually made it.
  • Per 1,000 L: the same recipe scaled to the size you declare at. A recipe is really a set of ratios, so every recipe is declared at the same size. You choose that size in Settings → Brewery → Declared size (for example 500 L if that's your brewhouse). It starts at 1,000 L, and the row is labeled with your size. Changing it doesn't change anything already declared: each declaration keeps the size it was filed at, and its printed form uses it.

The top of the page shows the size of your recipe, then the size it will be declared at.

5.2Check it against what you've already declared

Coming from the recipe, the beer is already chosen under Select a beer.

Press Check recipe. Hakkotome compares this recipe with every recipe you've already declared. If none matches, it says No match — safe to submit as a new recipe. If one matches, this beer is already covered by that declaration: use that declaration's recipe code (仕込記号) on your recipe instead of declaring a new one.

Check compares every ingredient amount, and the OG and ABV, allowing 10% either way. For the "other" ingredients (anything that isn't malt, hops, yeast or water), it also needs the same ingredients by name. Example: a beer with chocolate and vanilla and a beer with chocolate and strawberry don't match, even if the "other" total is 5 kg in both.

If you change a recipe after it's been declared, the recipe code is yours to fix. Hakkotome won't stop you editing a recipe that already carries a 仕込記号, and it won't warn you — the beer you file must match the declaration it's filed under, and only you know whether the change is big enough to need a new one. Press Check recipe again after any real change to the ingredients: it will tell you whether the recipe still matches a declaration you already hold, or whether you need to declare it and use a new code.

Watch the names of unusual ingredients. Check goes by the name exactly as written. Example: "Madagascar cacao nibs" and "Ecuadorian cacao nibs" count as two different ingredients, even if they're used the same way. When a beer has unusual ingredients, look closely at what Check tells you.

Basis is where you write how you worked out the production estimate. It's printed on the CC1-5610-6 form. Example: "Based on previous brewing results — average brewhouse efficiency 75%, batch size 1,200 L." Press Save as default to use the same wording every time; you can still change it for any beer.

5.3Submit it

  1. Press Submit.
  2. Enter the name you're giving the tax office for this beer. If that name is already declared, Hakkotome stops you and says which declaration has it: every declared name must be different.
  3. Look over the ingredients it lists. Which misc ingredients are listed comes from their Type in Libraries → Misc (see misc types): Flavor, Spice and Herb are listed; water salts, acids, finings, nutrients and enzymes never are, even if they're still in the ingredient list.
  4. Press Print submission sheet. This is the CC1-5610-6 form for the tax office. You can enter it through e-Tax; ask your tax office whether you can send in this sheet instead. Always check it's accurate before you send it.
  5. Once it's sent, press Mark as submitted.

5.4The submitted register

At the top of the recipe submitter, press Submitted register. It lists every name you've declared, with Submitted and the date, or Not submitted.

Forgot to send one? Open it, press Print submission sheet, send it, and press Mark as submitted.

Not sure what's in a declared recipe? Double-click it in the register to see its details.

You can filter by style when the list gets long.

5.5The other way in: from Home

You don't have to start from the recipe. On Home, press Recipe submitter, then pick the beer under Select a beer. Everything else is the same.

5.6Ending a production method

When you decide a declared method is retired for good, open it in the register and press End production. The register then shows "ended" and the date next to its name. The tax office has to be told without delay when production of a declared method ends (Liquor Tax Order art. 53(5), 酒税法施行令 第53条第5項 — the order that governs this). The button only records your decision; it does not send anything. Not brewing a beer for a while is not the end, and the app never asks you about it. Pressed by mistake? Open it again and press Undo end of production. The button only appears on a method that has been submitted.

Printing several: press Print form, tick the ones you want and press Print selected. They print on the CC1-5610-6 form, up to four side by side on each page. Print all prints every recipe you've declared in one compact table (whatever style you've filtered to): not the form you submit, but the layout the tax office likes to see when they inspect you.
