Malt tariff quota (関税割当)
16.1Open it
On Home, click Tariff Reduction. The page is called 関税割当 (tariff quota) — Tariff Reduction. Pick the Fiscal Year at the top: April to March.
It opens in its own tab, with a ✕ to close it, so it doesn't vanish when you go to another screen.
It has three tabs: Annual Planner, Reservations and Monthly Report. At the top right are Print Planner (on the Monthly Report it's Print NTA Form) and Export XLSX.
16.2Annual Planner
The Annual Planner tells you whether your malt for the year will fit your quota. Everything on it is for the fiscal year you picked.
When you first open it, Planned brews is blank. The Malt Totals Summary already shows the malt you've actually used this fiscal year, taken from your inventory records.
Planned brews: add the beers you still plan to brew this fiscal year. There are three ways:
- Several months at once: tick the months, pick a template or a recipe, and add it. Example: you brew a hazy IPA every month from your Hazy template. Tick every month from now to March, pick Hazy, and add it once.
- One month: tick one month and pick a template or a recipe.
- From the yearly planner: press Yearly planner. Your yearly planner opens, April to March, with the months already gone grayed out. Click the beers you'll brew and they're added in the months the yearly planner shows. A beer with no recipe linked is grayed out: with no recipe there's no grain to count.
Default Batch Size at the top fills in the batch size on new rows; you can change it on each one. If a template has no batch size of its own, the row can't be scaled and the page tells you.
Malt Totals Summary: one line per malt.
- Actual used: the malt you've really used so far this fiscal year, taken from your inventory records — what actually came off the shelf, not what the recipe says. It's the same figure the Monthly Report uses, so the two tabs can't disagree. You can type over any malt's figure; the inventory's own number then shows underneath in small type, and nothing in your inventory is changed by typing here.
If a beer was filed to Tax Master but no malt was ever recorded as used for it, the page says so at the top and names those beers. They add nothing to Actual used — Hakkotome won't guess what they used. Either record the usage on the beer, or type the malt's figure in by hand. - Planned: what your planned brews will use between now and March. - Total est.: the two together, the whole year. - Tariff: a malt shows as a quota malt when you have a reservation for it on the Reservations tab. Otherwise it says Standard.
Example: by September you've used 1,400 kg of Pilsner malt, and your planned brews for October to March need 1,900 kg. Total est. says 3,300 kg: the whole year's Pilsner, to set against your quota.
To plan next year, switch the Fiscal Year to the next one. Nothing has been brewed yet, so Actual used is zero and your planned brews are the whole year.
16.3Reservations
Once you've decided how much quota malt you'll use, you send your reservation to each supplier. Record it here.
Each box is one reservation, with one supplier.
- Click the Reservations tab, then + New Reservation at the top right.
- Choose the supplier at the top of the box.
- Put in the date you sent the reservation, and any notes.
- Press + Add Malt for every malt you reserved from them, with the kilos. Each malt shows how much has been delivered and how much is left.
- Using more than one supplier? Click + New Reservation again and do the same for the next one.
At the bottom, Total Reserved shows each malt for the fiscal year: reserved, delivered, remaining and anything over.
Example: you reserve 3,000 kg of Pilsner malt and 1,000 kg of Vienna from BET, and 500 kg of wheat malt from another supplier. That's two boxes: BET with two malts, and the other supplier with one.
When the malt starts arriving
Months later, the supplier tells you your quota malt has been received and shipments are starting to come to Japan. Come back to this page and put in the date received on that reservation, or just press Mark received and it uses today's date.
This matters. From the date received, Hakkotome counts every delivery of that malt from that supplier against the reservation, until it's used up. You order it the same way as any other malt (see Ordering); the only difference is the discount. It's counted when it's delivered, not when you order it.
Example: you reserved 3,000 kg of Pilsner from BET. Your first 1,000 kg delivery arrives and you mark it received on the order planner: 2,000 kg left. Later, with 900 kg left, a 1,000 kg delivery comes in: 900 kg counts as quota malt and 100 kg at the normal tariff.
Only deliveries on or after the date received count against the reservation. A delivery that arrived before that date is an ordinary purchase at the normal tariff, because the quota malt wasn't here yet. It goes by the day the delivery actually arrived (the date you check in the Receive delivery window), not the day it was expected. Example: the quota malt's date received is 1 September; an order expected 31 August comes on 2 September. It arrived after the 1st, so it counts as quota malt.
If you don't fill in the date received, nothing is counted at all. The reservation sits there with its kilos and the malt column says No date received. That's deliberate: Hakkotome won't guess a date, because guessing spends your quota on a blank field.
Leftover carries forward to next year. If you reserved 3,000 kg and only 2,000 kg ever arrived, the remaining 1,000 kg is still on the reservation next fiscal year, and deliveries next year keep drawing it down. Nothing is reset on 1 April.
Example: last year you reserved 3,000 kg of Pilsner from BET and 2,000 kg came in. This year you reserve 1,000 kg more. You have 2,000 kg of quota malt to draw on — last year's 1,000 kg left plus this year's 1,000 kg — and your deliveries count against the oldest reservation first.
16.4Monthly Report (需給表)
The Monthly Report is where you'll find the malt tax form and its figures: the ビール等麦芽需給表 (malt supply and demand table for beer), the form you file with the tax office for the quota, by 15 January. It covers this fiscal year (what's happened so far, plus what you expect until 31 March) and next year.
Everything is filled in automatically. Month by month it tracks:
- Opening stock on 1 April
- Received quota: quota malt delivered (see Reservations)
- Received standard: other malt delivered
- Used: for beer and for happoshu
- Stock corrections: the differences you found when you took inventory
Months already gone come from your inventory records. Months still to come come from your planned brews on the Annual Planner and your malt orders due that month.
Every figure on this page is shown as a number, not an empty box — including the months still to come, which show what Hakkotome expects. To change one, press the small pencil beside it, type your number and press Enter.
You can type over any number here: a month still to come, a month already gone (say you find a mistake in the program, or in your own records), and the opening stock on 1 April. That last one is also how a brewery types in its figures for its first year, before it had Hakkotome.
A number you typed shows in amber, and Hakkotome's own figure stays in small type underneath it, so you can always see both. To go back to Hakkotome's figure, clear the box.
Typing here does not change your inventory. It changes this report and nothing else — what's on the shelf is still whatever your inventory records say.
Underneath is the NTA form itself, filled in from those figures, so you can double-check it. Which column a malt goes in (Japanese or imported) comes from the Origin country on the malt in your library. A malt with no origin is listed as a warning: fix it in the library.
When everything's checked, press Print NTA form. It prints everything, ready to send.
You can also export it to Excel as usual, with everything filled in, if you want to tweak it. There's an Export CSV button beside it.
Your first year
The first year you use Hakkotome, it has none of your earlier data, so type it into the months before you started, and the opening stock. From the day you start, it records and tracks everything itself.
If you already have quota malt on the way or being used, put it in as a reservation with the date received set to the month you started using Hakkotome.
Example: you start using Hakkotome in October, with 1,800 kg of your BET Pilsner quota still to come. Add a reservation for BET, Pilsner, 1,800 kg, and set the date received to 1 October.
